At the first stage, the expert organization reasonably considers the compliance of the technical characteristics of the proposed equipment and software with the requirements of the competition and assesses all potential suppliers on a 20-point scale. Thus, an unscrupulous supplier with a low bid price, which received the lowest score from an expert organization, actually loses the opportunity to offer equipment with obviously worse characteristics.
At the second stage, the expert organization assesses the draft agreement (contract) for the supply of equipment or software in order to verify the fact that all significant functional characteristics of the delivery objects are reflected in the contract documents.
At the third stage, the expert organization assesses the compliance of the supplied and installed equipment or software with the requirements of the tender and contractual documents, as well as the physical deterioration and reliability of the supplied objects. After all of the three stages are completed, the customer makes the final payment for the supply.
