The Forensic expert kollegium conducts forensic and pre-trial expertise of all types of vehicles.
In recent years, the car park in Belarus has significantly expanded; in terms of the relative share of car owners, the republic occupies one of the first places in the CIS countries. As a result, the independent expertise of cars has become more in demand.
Experts of the Forensic expert kollegium carry out special examinations of vehicles (cars and trucks, motorcycles, ATVs, self-propelled vehicles), their components and parts for individuals and organizations in the following cases:
- purchase and sale of a vehicle of inadequate quality (in case of presence of significant defects in a new vehicle, critical defects in a used vehicle);
- performance of unacceptable actions of employees of the repair (service) organization, as a result of which the destruction of the auto part occurred (failure of the vehicle, traffic accident);
- occurrence of disputes between the consumer and the seller or the repair (service) organization regarding the causes and nature of the malfunction of the vehicle (destruction of auto parts).
The most common causes of a vehicle malfunction are:
- non-compliance of auto parts installed during repair work (maintenance) with the requirements of technical regulatory legal acts of the Republic of Belarus and the requirements of the manufacturer;
- violation of the requirements of the manufacturer when assembling the vehicle;
- unqualified repair (maintenance) of the vehicle;
- violation of the manufacturer's operation requirements in the form of the usage of an inapplicable fuel mixture;
- violation of the manufacturer's operation requirements in the form of the use of inapplicable lubricants (oils) and working fluids;
- violation of the manufacturer's operation requirements in the form of violation of the terms of maintenance of the vehicle.
Specialists of the Forensic expert kollegium carry out the quality of vehicles expertise in accordance with the Decree of the Council of ministers of the Republic of Belarus № 26 dated January 14th, 2009. Experts of the Forensic expert kollegium, as an independent party, visit the service station in the event of disputes between the consumer and the repair (service) by an organization to participate in the dismantling (detection of defects in auto parts) of a vehicle at the request of any of the parties, with the subsequent issuance of a specialist’s written report or without it.
