The Forensic expert kollegium was the first of the forensic licensed institutions of Belarus to start providing services for conducting internal investigations with the use of polygraph.
Polygraph tests, as part of internal investigations, are carried out in case of emergencies in an organization when:
- the management of the organization for certain reasons does not want to contact the law enforcement authorities;
- it is required to establish both the performer and the participants of the emergency in an extremely short period of time;
- conducting an internal investigation using alternative methods is practically impossible (there are no witnesses to the incident, video surveillance of the scene of the incident and ways to get to it, material traces at the scene of the incident);
- a large number of employees of the organization who have access to the scene are suspected;
- the management of the organization cannot disclose the details of the emergency due to the fear of losing the business reputation or based on moral and ethical considerations;
- it is required to urgently recover the material assets or prevent the transfer of confidential information before a critical moment in the near future (waste of funds, sale of material assets, unwanted dissemination of information);
- one of the employees anonymously blackmails the management of the organization.
Polygraph tests as part of internal official investigations are carried out in case of such emergencies as:
- theft of material values or money;
- theft or unauthorized modification (forgery) of documents;
- deliberate sabotage;
- transfer to a competing organization or publication of confidential information constituting an official, commercial or accounting secret of the organization;
- anonymous insults;
- desecration of objects significant for pride or memory;
- unethical (immoral) acts committed with extreme cynicism;
- anonymous blackmail.
It should be noted that for a successful and effective internal investigation with the use of polygraph in the shortest possible time, it is necessary:
- to immediately contact a forensic institution for an emergency visit to the scene;
- to limit any means of disseminating information about the details of what happened among the employees of the company;
- to close (or limit as much as possible) the access of suspected employees to the scene of the incident;
- to prohibit suspected employees from taking calming or narcotic substances, alcoholic beverages before the arrival of the polygraph examiner;
- in no way to modify the situation (down to the smallest detail) of the scene before the arrival of the polygraph examiner;
- while waiting for the emergency arrival of the polygraph examiner, to rank the suspected employees according to the degree of likelihood of their involvement in the emergency, if possible, prepare their brief psychological portraits for the polygraph examiner.
When conducting polygraph tests, in order to ensure the effectiveness of an internal investigation, the management of the organization must exclude any contact (communication) between suspected employees who have passed a polygraph test with employees which also will be tested.
The Forensic expert kollegium, as a forensic expert institution, guarantees the complete confidentiality of information that is obtained during an internal investigation with the use of polygraph, at the same time, tests are not carried out by our organization for criminal structures or for incidents involving illegal activities by the customer.
In order to increase efficiency and minimize the time for conducting an internal investigation, it is necessary for the management of the customer organization to provide a significant reduction in the punishment (penalty) for an employee who decides to make a frank confession during a conversation with a polygraph examiner, and also give the employee a chance to fix the emergency situation (compensate for the damage caused, return the stolen). At the same time, it is unacceptable to give the polygraph examiner and repentant employees knowingly false (impossible) promises.
When conducting an internal investigation using a polygraph, the Forensic expert kollegium records audio and video information of the interview process, starting with the pre-test conversation and ending with the completion of the interview procedure. In the absence of revealing facts of the personal life of the respondents (or other personal information that cannot be disclosed by the polygraph examiner of the Forensic expert kollegium for moral and ethical reasons) that are not related to the details of the emergency under investigation in the course of a psychophysiological examination using a polygraph, at the request of the customer, all video recordings can be attached to the report on testing (transferred to the customer in any form).
Regardless of the criticality and importance of the results of an internal investigation, the Forensic expert kollegium does not conduct interviews with persons who have contraindications to a polygraph testing. After the persons who passed the test are excluded from the list of suspected employees, the customer will be asked to continue the investigation with the remaining employees using alternative methods on their own.
The Forensic expert kollegium is the first forensic institution in the Republic of Belarus that provides services for special psychophysiological examinations (tests) with the use of polygraph, which has successfully passed the management system certification for compliance with the requirements of the new version of the state standard STB ISO 9001-2015. Polygraph surveys are conducted by certified forensic experts and polygraph examiners.
