In a difficult economic situation, consumers resort to various methods to reduce the amount of electricity and water consumed, and these methods are not always permissible from the point of view of the law. Recently, numerous facts of unauthorized intervention in the internal structure of the meter have been recorded, which entails the imposition of financial penalties by the energy supply or water supply organization.
To prevent unauthorized intervention in the internal structure of the meters, a special procedure is provided - sealing the fixing screws of the meter case. Sealing is carried out by the state metrological service, which conducts periodic or primary verification of meters. The seal contains information about the organization that carried out the verification, as well as the quarter of the year and year of the verification. In order to properly seal the meter body, a polymer fishing line is also used, which is attached to special holes passing through the heads of the meter's mounting screw.
The power supply or water supply organization can visually determine whether there has been an intervention in the structure of the meter, but in order to unequivocally conclude that the integrity of the seal has been violated, special examinations are required. However, not always guesses about the violation of the integrity of the seal are confirmed by the results of the examination. Frequently it turns out that the integrity of the seal was not violated.
The Forensic expert kollegium conducts expertise, the object of which is the seal of the active energy meter or water meter. As a rule, seals are made of metal, but there are also seals made of polymeric material. To determine the signs of violation of the integrity of the seals, specialists of the Forensic expert kollegium conduct special macro- and microscopic examinations of the surface of the seal. As a result of the study, it becomes possible to unambiguously determine whether the seal under study has signs of integrity violation. In this case, the following question is posed for the expertise permission at the Forensic expert kollegium: “Are there signs of a violation of the integrity of the meter seal after it has been sealed?”.
Another way of intervention in the internal structure of an active energy or water meter is to mechanically act on the meter body. As a result, with the help of special devices, various manipulations with the counting mechanism of the counter become possible, disrupting its normal operation. In this case, the following question is posed for the expertise permission at the Forensic expert kollegium: “Are there signs of external mechanical impact on the mechanism of the active energy meter (water meter)?”.
When conducting expertise at the Forensic expert kollegium, verified measuring equipment and modern magnifying equipment (special microscopes, etc.) is used.
