Noise is random elastic vibrations in the frequency range perceived by the human hearing organ, propagating as a wave in gaseous environment or forming standing waves in limited areas of this environment.
Based on the nature of the spectrum, noise should be divided into broadband and tonal. Broadband noise is noise with a continuous spectrum more than one octave wide. Tonal noise is noise whose spectrum contains distinct discrete (tonal) components.
Based on the temporal characteristics of noise, constant and non-constant noise are distinguished. Constant noise is noise, the sound level of which during an 8-hour working day (work shift) or during measurement in the premises of residential and public buildings, in residential areas, changes over time by no more than 5 dBA when measured on a standardized time characteristic of the measuring device "slowly". Non-constant noise is noise, the sound level of which during an 8-hour working day (work shift) or during measurement in the premises of residential and public buildings, in residential areas, changes over time by more than 5 dBA when measured on a standardized time characteristic of a measuring device " slowly".
The normalized parameters of constant noise are sound pressure levels in dB in nine octave ranges and sound levels. The normalized parameters of non-constant noise are the equivalent (energy) sound level and the maximum sound level. Exceeding at least one of these indicators is qualified as non-compliance with sanitary rules and regulations.
Nowadays, noise has become an integral part of every person's daily life, which is why many people underestimate it as a serious health hazard. When exposed to increased noise, there is a decrease in performance, concentration, deterioration of memory and understanding, under the influence of noise people behave more aggressively, moreover, loud noise sometimes becomes the cause of acts of violence. That is why monitoring and prevention of noise pollution is important for the normal functioning and proper rest of citizens.
According to table 3 of the Hygienic standard “Indicators of safety and harmlessness of noise exposure on humans”, approved by Resolution of the Council of Ministers of the Republic of Belarus on January 25th, 2021, №37, the permissible sound pressure levels in octave frequency bands, equivalent in energy and maximum sound levels of penetrating noise into residential and public buildings and noise in residential areas must correspond to the following values:

Notes:
- Sound levels for noise generated on the territory by road and rail transport in 2 m from the first echelon enclosing structures, noise-protective buildings of all types facing streets and roads, may be taken 10 dBA higher than the values specified in paragraphs 9 and 10 of this table.
- Sound pressure levels in octave frequency bands, sound levels for resort villages are assumed to be 5 dB (dBA) lower than the values specified in paragraphs 4, 5, 9 and 10 of this table.
- Sound pressure levels in octave frequency bands, sound levels for the night time (period) of the day (from 11 p.m. to 7 a.m.) are taken 10 dB (dBA) lower than the values specified in paragraphs 1, 4, 5, 8–10 of this table (correction for the time (period) of the day).
The Forensic expert kollegium conducts:
- measurement of noise level from elevator equipment;
- measurement of noise levels from heating units, water distribution equipment and sewerage systems, including boilers, pumping equipment and noise from turbulence of liquids and steam in pipes;
- measurement of noise levels of electrical distribution boards, electrical relays and transformers;
- measurement of noise level of ventilation and air conditioning systems installed both in the building itself and on the walls or cornices of extensions to a residential building;
- measurement of noise level of electrical household appliances;
- measurement of noise level of construction tools used during repair work;
- measurement of noise level of sound-reproducing equipment (audio equipment);
- measurement of noise level from refrigeration and commercial equipment of shops and catering establishments located on the first floors of residential buildings;
- measurement of noise levels from production equipment;
- measurement of noise level from construction sites and construction equipment in the areas of buildings and structures being constructed;
- measurement of noise levels from traffic flows near residential areas;
- determination of the source of noise of unknown origin.
