In most administrative and industrial premises, ventilation and air conditioning systems are installed, and in a moderate climate, the installation of heating systems is mandatory to ensure suitable living conditions in any room. The purpose of all of the above systems is to create optimal microclimate parameters for people or the technological process in the premises. Recently, due to the increase in the general well-being of citizens and organizations, the number of ventilation and air conditioning systems has increased, which has led to an increase in litigation between consumers, designers, suppliers and installers of ventilation equipment.
If the supplied ventilation and heating system does not meet stated or intended requirements, the most important thing is to determine the stage at which the nonconformity occurred.
In most cases, inconsistencies in the ventilation, air conditioning and heating systems can occur at the following stages:
- stage of system design and equipment selection;
- installation stage;
- operation stage.
The design of ventilation, air conditioning and heating systems is regulated by SNB 4.02.01 “Heating, ventilation and air conditioning”; these building codes indicate the procedure for preliminary calculation of heat transfer in a room, and also stipulate a number of mandatory requirements that must be met when designing systems. As expert practice shows, designers often do not fulfill all the requirements contained in this document, but are guided only by their own experience, which, when solving atypical design problems, leads to errors in system calculations and ultimately to inconsistency of the construction project and ventilation, air conditioning and heating systems to standardized requirements.
Indirect signs of this discrepancy are:
- the impossibility of achieving comfortable climatic conditions with functional ventilation equipment and heating systems;
- absence of air flow (lack of air exchange) at outlets remote from the central air duct system;
- mold formation near air duct outlets, increased humidity in the room, condensation on the walls;
- freezing of walls in winter.
In some cases, malfunction of ventilation systems leads to fatal accidents in enterprises that work with hazardous factors or gas leaks in domestic or industrial premises.
To conduct a forensic ventilation (air conditioning) and heating systems expertise, the following documentary data must be submitted to the forensic institution:
- permissible and optimal air parameters (specified by the customer);
- latitude of the area in which the premises are located;
- the location of the building relative to the sides of the horizon;
- number and layout of workplaces and equipment;
- location and area of window openings, indicating the type of windows installed;
- areas and volumes of premises;
- design constraints (for example, duct design).
All initial data necessary for the forensic expertise of ventilation (air conditioning) and heating systems, including design calculations, must be contained in the construction project of the building, in the corresponding section (“Heating and ventilation”).

It should be noted that failure to submit a complete construction project to the forensic expert institution leads to a significant increase in the cost of conducting expertise of ventilation (air conditioning) and heating systems, since experts (as a rule, in this case, due to the large volume of work, a commission expertise is carried out) need to carry out a very large number of measurements of various building parameters.
