The Forensic expert kollegium conducts of all types of computer equipment expertise.
All defects and failures of computer equipment can be divided into:
- failures due to inoperability or incorrect operation of the software;
- failures due to external unacceptable influence on various computer components and peripheral devices;
- failures or defects of electronic boards, connectors, matrices, hard drives and other parts and components of computer equipment.
Based on the expert practice of the Forensic expert kollegium, failures due to inoperability or incorrect operation of software in most cases are caused by the installation of unlicensed protected software, installation of unadapted software (inappropriate for the operating system or conflicting with the computer’s hardware resources), exposure of computer equipment to malicious software or incorrect (unprofessional) software configuration for a specific computer system. In a number of cases, however, during the expertise, cases of poor-quality software development were identified due to incorrect implementation of the technical specifications for software development, as well as the presence of critical software code errors. It is worth noting that in expert practice, the latter is more common when delivering unique software systems to the consumer, developed and customized for a specific customer with a certain set of specific requirements. Errors in program code, of course, also occur in mass-produced paid software products, but in this case, manufacturers of such software strive to promptly release critical updates (“patches”) that eliminate the problem. Therefore, in the expert practice of Belarus, disputes between consumers and manufacturers regarding the quality of mass-produced software are extremely rare.
External unacceptable impact on computer components and peripheral devices manifests itself in the overwhelming majority in the form of either mechanical impact or exposure to liquid, that is, flooding. Both the first and second indicate a violation of the rules for operating computer equipment by the user (much less often this impact occurs during transportation of computer equipment to the consumer or during improper storage of goods before delivery), therefore, the owners of computer devices, which a certain number of other persons (members) had access to use (families, work colleagues), must be completely sure that in their absence, alternative users did not produce any unacceptable impacts on computer equipment. It is not uncommon for the owner of a computer device to be shocked to the core when, upon opening the case, an expert examines the internal surfaces of electronic boards and discovers traces of coffee grounds or other liquids with a characteristic odor and color. The same applies to impact, since modern expert techniques make it possible with a high degree of reliability to distinguish a manufacturing mechanical defect from mechanical destruction due to unacceptable impulse impact on the object of examination, even in the case when there are no visible mechanical damage on the external surfaces of the case.
Failures and defects of parts and components of computer equipment are very diverse and primarily depend on the functional purpose of an individual component or peripheral device, and therefore require separate consideration for each group of computer equipment devices.
The Forensic expert kollegium also conducts special studies to determine the compliance of the configuration of system units of personal computers with accounting and operational documentation. Such expertise, as a rule, is carried out in the case when, after the dismissal of the financially responsible person from the organization, facts of unauthorized changes in the configuration of personal computers in the direction of worsening performance characteristics, memory capacity, or replacement of computer components with obsolete ones are revealed. If necessary, the Forensic expert kollegium additionally assesses the material damage caused by the above-mentioned illegal actions of financially responsible persons.
