The Forensic expert kollegium measures the noise of traffic flows generated by:
- cars and trucks;
- motorcycles, scooters and mopeds;
- public transport (buses, trolleybuses and trams);
- railway transport;
- river transport.
The Forensic expert kollegium also measures noise levels from car and truck parking lots.
Noise measurements of traffic flows are carried out in cases of an increase in the intensity of transport highways, an increase in the number of lanes, cutting down green spaces along roads and residential development along transport routes.
When ordering measurements of traffic noise, the following circumstances should be taken into account:
- Noise measurements of traffic flows are carried out at a distance of at least 50m from intersections, transport areas and stopping points of passenger public transport.
- When measuring noise from automobile or public transport, measuring microphones should be located on the sidewalk or roadside at a distance of 7.5 m from the axis of the lane or path of vehicles closest to the measurement point.
- When measuring noise from railway trains, measuring microphones should be located at a distance of 25 m from the axis of the main railway track closest to the measurement point.
- In conditions of cramped development, measuring microphones may be located at a shorter distance, but not closer than 1 m from the walls of buildings, solid fences and other structures or relief elements that reflect sound.
- Noise measurements of traffic flows are not carried out during precipitation and at wind speeds of more than 5 m/s, while the surface of the carriageway of streets and highways must be clean and dry, and the ballast layer of tram and railway tracks must not be wet and frozen.
If it is confirmed that the noise level of traffic flows exceeds the maximum permissible values, it is necessary to develop noise protection measures to ensure an acceptable (optimal) level of sound comfort for the people living in residential areas along traffic flows. At the same time, in case of exceeding the maximum permissible standards due to an increase in the intensity of the traffic flow, the costs of implementing noise protection measures are borne by enterprises servicing roads or railways (local executive authorities). In case of exceeding the maximum allowable standards due to new sealing development in the area near transport highways, the costs of implementing noise protection measures are borne by the developer's organization.
