Examination of buildings and structures is carried out to assess the compliance of their performance indicators with the requirements of design and regulatory technical documentation when:
- determining the suitability of the building for further use;
- determination of wear;
- certification;
- solving disposal issues;
- designing repairs, reconstruction, modernization, restoration;
- resumption of construction of mothballed facilities;
- changes in loads or impacts;
- changing operating conditions.
When examining buildings and structures, experts of the Forensic expert kollegium perform work on:
- visual and measuring control;
- ultrasonic testing;
- capillary control;
- thermal imaging control;
- electromagnetic control;
- vibration diagnostics of foundations;
- materials testing.
When examining buildings by experts of the Forensic expert kollegium, the following is revealed:
- defects caused by design decisions taken;
- defects in manufacturing or construction;
- damage due to physical wear;
- damage from aggressive environmental influences;
- damage from violation of operating rules;
- damage sustained during a natural disaster.
During a general examination of buildings, experts from the Forensic expert kollegium perform the following work:
- study of planning and design solutions, analysis of their compliance with design documentation;
- inspection and photographing of the structure;
- drawing up defect reports based on the results of examination and simple measurements of elements;
- determination of the location of excavations, openings, probing of structures for subsequent detailed examination of building elements;
- study of the features of nearby areas of the territory, vertical layout, state of site improvement, organization of surface water drainage;
- identification of dangerous geological phenomena near the building;
- assessment of the location of the building in the development.
In the absence of design documentation in full or in case when the building does not comply with the design documentation, experts of the Forensic expert kollegium carry out measurement drawings, including:
- floor plans of the building or its individual sections which are subject to examination;
- transverse and longitudinal sections;
- layout diagrams of building elements;
- sketches of the structures being examined and nodal connections (views, developments, sections).
A detailed examination of buildings and structures is carried out by experts of the Forensic expert kollegium during certification, when there is no necessary data on permissible loads on building elements, and also if the loads on building elements increase and (or) the conditions of their operation change and there is no design and executive documentation, or efforts from expected (calculated) loads exceed the calculated load-bearing capacity determined from design data when elements or their individual sections of category III technical condition are identified.
A detailed examination of buildings includes:
- measurements of structures and their interfaces, geodetic survey, measurement of parameters of cracks, deflections, slopes of elements, determination of reinforcement and assessment of the degree of corrosive wear;
- determination of the actual characteristics of structural materials using non-destructive methods or by testing samples selected from them;
- clarification of the initial data necessary to perform structural calculations;
- final schematization and classification of defects;
- load testing of building elements (if necessary);
- development of instructions (recommendations) for the repair of structures and (or) engineering systems for their further safe operation;
- development of technical solutions to strengthen building elements.
