The Forensic expert kollegium carries out design and verification calculations of the size of sanitary protection zones of enterprises based on the noise impact factor.
Resolution of the Council of Ministers of the Republic of Belarus from December 11th, 2019 № 847 approved specific sanitary and epidemiological requirements for the establishment of sanitary protection zones of objects affecting human health and the environment. These specific sanitary and epidemiological requirements determine the regulations for establishment of sanitary protection zones of operated, designed, newly constructed buildings, structures and other objects that are subject to impact on human health and the environment, with the exception of the requirements provided for by legislative acts.
A sanitary protection zone (SPZ) is a territory, the size of which provides a sufficient level of safety for public health from harmful chemical, biological, physical effects of objects, compliance with established hygienic standards and acceptable levels of risk to life and health of the people on the border of the sanitary protection zone and beyond.
Despite the fact that the requirements of the mentioned specific sanitary and epidemiological regulations are mandatory for legal entities and individual entrepreneurs, in practice these requirements are either ignored or carried out formally, without calculations and field measurements confirming the calculation results. In other words, the results of calculations and the boundaries of sanitary protection zones are “drawn” in a voluntaristic manner without making any calculations. But in the end, everyone loses: residents of houses adjacent to the enterprise, management of enterprises due to subsequent problems with neighboring residents and state sanitary inspection authorities, developers and designers, to whom customers ultimately make claims after lost litigation.
As a rule, when developing a sanitary protection zone project in Belarus, calculations are mainly made on the factor of air pollution, water consumption and wastewater disposal, and the generation of industrial waste. At the same time, the Resolution of the Council of Ministers of the Republic of Belarus states that the establishment of the size of the sanitary protection zone of an object is carried out on the basis of the project of the sanitary protection zone with calculations of the dispersion of pollutant emissions in the atmospheric air (taking into account the background concentrations of pollutants in the atmospheric air), levels of physical impact and risk assessment for the life and health of the people.
As part of the development of the sanitary protection zone project, the Forensic expert kollegium carries out calculations of sources of constant and intermittent noise, along with the results of the acoustic calculation in tabular form, provides a diagram map with noise sources and design points and a situational map diagram with the border of the sanitary protection zone, carries out field measurements of noise levels both near direct noise sources and within the boundaries of the designed sanitary protection zone.
Calculations of the size of sanitary protection zones based on the noise impact factor at the Forensic expert kollegium are carried out for:

- vehicle parking.
