The Forensic expert kollegium conducts an independent assessment of the cost of damage caused to vehicles as a result of a road traffic accident (hereinafter referred to as an accident), natural disaster, or unlawful actions of third parties.
Independent assessment of a vehicle involves a whole range of works related to the visual inspection of the vehicle, examination of documentation, performance of necessary measurements, and photographic recording of defects. After analysis and processing of the obtained information, a report is prepared and the exact amount of damage caused to the vehicle is determined. Thec amount of damage caused to the vehicle consists of the cost of its restoration minus the depreciation value of the replaced parts, as well as the elimination of operational defects.
The Forensic expert kollegium conducts independent assessment of the amount of damage in relation to:
- all types of passenger vehicles;
- motorcycles;
- cargo vehicles;
- buses;
- water transport;
- air transport;
- railway transport.
An independent expertise for the assessment of damage caused to a vehicle may be initiated by the vehicle owner, an insurance organization, or a court if the appraised value of the vehicle is required for consideration of a civil case.
The advantage of an independent assessment is that the report issued to the client has the status of an official evidentiary document and may be used in court proceedings related to determining the amount of compensation payments.
During the assessment of the amount of damage, the following types of work are carried out by the Forensic expert kollegium:
- preparation of a report for the insurance organization;
- consultation with verification of all documents within up to two days (before preparation of the report itself);
- presence of a specialist representing the client during the joint inspection;
- performance of calculations with issuance of the report within three days or more;
- presence of a specialist during court proceedings.
The Forensic expert kollegium provides services for the assessment of damage caused to vehicles for both Belarusian and foreign insurance organizations. For foreign insurance organizations, the following types of work are carried out:
- inspection of the vehicle;
- calculation of the cost of damage and preparation of a report (all calculations are performed in accordance with the norms and regulations effective in the territory of the Republic of Belarus at the time of the accident).
Assessment works are carried out at the Forensic expert kollegium by qualified specialists certified by the Belarusian bureau for transport insurance, the State committee on property of the Republic of Belarus, and the State committee of forensic expertise of the Republic of Belarus. Employees regularly complete advanced training courses at the Belarusian association of experts and surveyors in transport, the State committee on property of the Republic of Belarus, as well as the Ministry of finance of the Republic of Belarus.
The Forensic expert kollegium is an official user of software for calculating the cost of restoration repair of motor vehicles, including the programs: Audatex AndaPad Web, Autocalc, SilverDat II. These programs contain databases with official information from manufacturers regarding vehicle repair and the cost of spare parts. Thus, the assessment is carried out taking into account the cost of original spare parts from manufacturers or their partners.
To conduct an independent assessment of the amount of damage caused to a vehicle, the following documents must be submitted to the Forensic expert kollegium:
- passport;
- vehicle registration certificate or technical passport for the vehicle;
- certificate from the State Traffic Inspectorate or police regarding the damage to the vehicle;
- power of attorney, if the assessment is conducted under a power of attorney.
