The Forensic expert kollegium provides services for conducting video technical examinations. The purpose of such examinations is to determine the authenticity of video recordings (checking for signs of editing, deletion, interruptions, or AI-generated content), identify the recording equipment used, and establish the actual circumstances of the physical environment captured in the video.

During a video technical examination, the expert establishes facts based on specialized knowledge in science and technology, but does not provide legal assessment or qualification of the actions of individuals shown in the video.

Objects of video technical examination:

Cases when video technical examination is conducted:

Typical questions when conducting an examination to establish the order and sequence of events:

  • In what sequence did the fight unfold in the video recording?
  • In the video recording, which action is depicted as the primary action: the hit to the face of citizen M1 or the hit to the chest of citizen M2?
  • Does video file X depict the performance of the technological process by person M1 in accordance with technological and occupational safety requirements?
  • Are there any signs of person M1 violating the sequence of the technological process?
  • Transcribe the video recording

Typical questions when conducting an examination to establish the presence or absence of facts:

  • Does video file X.mp4 show the hit to the face of citizen M1 inflicted by citizen M2?
  • Does video file X.mp4 show the compression of citizen M1's neck by citizen M2?
  • Does video file X.mp4 contain obscene language uttered by citizen M1 towards citizen M2?
  • Does video file X.mp4 show the fact that citizen M1 set a bull terrier on citizen M2?
  • Does video file X.mp4 show the fact that citizen M1 started the equipment?

Factors that influence the likelihood of a successful reconstruction of the sequence of events:

  • video recording resolution;
  • frame rate;
  • noise level;
  • amount of material presented, number and nature of fragments;
  • presence or absence of metadata;
  • data recoding using specialized software, instant messaging apps, or social networks;
  • the need to synchronize data from various sources

Typical questions when conducting a video technical examination to identify video recording objects:

  • Does the baseball bat used by citizen M1 in the attack on citizen M2 appear in the video file X.mp4?
  • Was the video recorded in a residential building at address X?
  • What is the diameter of the bicycle wheel shown in video X?
  • Are there any drag marks in the video?
  • What was the distance between objects X1 and X2 at the moment of citizen M1's fall?

Typical questions when conducting a video technical examination to identify video equipment and the location of the device:

  • What device was used to record the video?
  • Was the video being examined recorded using this device or copied to a storage device from an external source?
  • In what area could the video recording device have been located?
  • At what height could the video recording device have been located? Is video surveillance of a specific area conducted when this video recording device is located?

Typical questions when conducting a video examination in cases related to protection of honor and dignity:

  • Does video file X.mp4 show any derogatory gestures made by citizen M1 toward citizen M2?
  • Does the presented video recording contain information provided by citizen M1 and concerning the personal life of citizen G1?
  • Are there any signs of editing of the fragments of face (body) of citizen M1 in the video of him engaging in sexual intercourse with an unidentified person?
  • Does video file X.mp4 contain any negative value judgments (obscene language) made by citizen M1 toward citizen M2?
