The Forensic expert kollegium conducts all types of construction and technical expertise (expertise of construction facilities and functionally related territories) in both judicial and pre-trial proceedings.
In recent years, a common type of study conducted within the framework of forensic expertise of facilities and functionally related territories has been the determination of the causes of excessive household noise.
Today, noise has become an integral part of everyday life for every person, which is why many people underestimate it as a serious health hazard. Exposure to excessive noise results in reduced productivity, decreased concentration, impaired memory and comprehension. Under the influence of noise, people tend to behave more aggressively. Moreover, loud noise becomes a cause of disagreements and conflicts between neighbors and sometimes even leads to acts of violence. For this reason, the prevention of noise pollution is of great importance for ensuring citizens’ ability to work effectively and obtain proper rest.
The most typical tasks involving on-site measurements are discussed below:
- measurement of noise levels in residential development areas and in the premises of residential and public buildings from any noise sources;
- measurement of noise levels at industrial workplaces;
- measurement of noise levels generated by transport highways;
- noise classification and identification of its source;
- determination of the necessary noise protection measures.
Typical questions submitted for resolution in forensic expertise aimed at determining noise parameters may be formulated in the following generalized form:
- Does the noise level generated by (specify the source) in a residential (public) premises located at: XXXX comply with the requirements of the technical regulatory legal acts in force within the territory of the Republic of Belarus?
- What is the source of the excessive noise in the residential (public) premises located at: XXXX?
