The Forensic expert kollegium conducts construction and technical expertise of landscaping works in both judicial and pre-trial proceedings.

The objects of examination are the completed landscaping works and the construction of pavement structures with various types of surfacing (asphalt concrete pavement, paving slab surfaces, etc.).

During the expertise of landscaping works, the experts of the Forensic expert kollegium examine the following parameters:

1. Determination of deviations from the values specified in the design documentation during earthwork construction:

  • elevation marks after the removal of topsoil;
  • elevation marks of the longitudinal and transverse profiles;
  • distance between the centerline and the edge of the embankment.

2. Determination of the degree of soil compaction.

3. Determination of the number of pavement layers and comparison with the values specified in the design documentation:

  • elevation marks of the longitudinal and transverse profiles;
  • width of the base layer;
  • transverse slope values;
  • gap between the surface of the compacted base and the straightedge.

4. Determination of deviations from the values specified in the design documentation during curb installation:

  • determination of the dimensions of the concrete encasement securing the curb;
  • determination of the deviation of the symmetry axis from straightness within the inspected section;
  • determination of elevation marks;
  • identification of level differences at the joints of adjacent curb elements.

5. Determination of the main parameters and dimensions during the installation of prefabricated paving slab surfaces:

  • determination of the thickness of the leveling layer beneath the prefabricated paving elements;
  • identification of gaps between the surface of the leveling layer and the straightedge;
  • determination of height differences between adjacent concrete paving slabs and natural stone slabs within their plane;
  • determination of the joint width between adjacent prefabricated elements, including paving around manhole covers, utility wells, and engineering communications;
  • determination of the gaps between the surface of the prefabricated pavement and the straightedge;
  • identification of curved joint lines between paving slabs.

Violations of the requirements established for these parameters are considered defects in landscaping works and in the construction of pavement structures with various types of surfacing.

The main factors contributing to defects in landscaping works are:

  • failure to comply with the requirements of the design documentation and technical regulatory legal acts during landscaping works;
  • failure to comply with the operating requirements for landscaping elements;
  • improper maintenance of landscaping elements during their service life.

Depending on the type of parameter being assessed, the expertise of landscaping works may be carried out both during the construction process and after the completion of the installation of landscaping elements. In some cases, when the expertise is conducted after the completion of the installation of landscaping elements, it may be necessary to open the structure. This is required to determine the characteristics of the underlying layers and to collect samples for determining the strength characteristics of the materials used.

The following questions are submitted for resolution during the expertise of landscaping works:

  • determine the causes of the defects in the completed profile;
  • classify the identified defects according to significance (significant, minor, critical), possibility of elimination (remediable, irremediable), method of detection (obvious, open), and nature (manufacturing-related: structural, technological; operational);
  • determine whether the completed landscaping works comply with the design documentation and technical regulatory legal acts;
  • determine the quality of the completed work;
  • determine the cost of eliminating the defects.
