The Forensic expert kollegium conducts construction and technical expertise of all types of ceiling coverings in both judicial and pre-trial proceedings.

Certified specialists carry out examinations of ceiling coverings to determine whether the materials used and the completed construction and installation works comply with applicable construction standards and requirements.

During the expertise of ceiling coverings, the experts of the Forensic expert kollegium examine the following parameters:

1.Determination of the surface quality and appearance of monolithic, concrete, and reinforced concrete ceilings:

  • determination of the surface class;
  • determination of the actual surface appearance (presence of voids, formwork panel and formwork element imprints, exposed reinforcement spacers in the lower zone, fastening elements of plastic structures, buildups, projections, depressions);

2. Determination of the surface quality and appearance of ceilings made of reinforced concrete floor slabs:

  • magnitude of level differences at slab joints;
  • sealing of joints between slabs;
  • actual appearance of the slab surface on the ceiling side (presence of voids, chips, exposed reinforcement, areas where the protective concrete layer has delaminated);

3. Painting of ceilings:

  • use of materials complying with applicable standards;
  • deviation of the surface from verticality, horizontality, and straightness (flatness) of the substrate;
  • actual appearance of the painted substrate (presence of fibers, burrs (for wooden and metal surfaces), roughness, voids, irregularities, delamination, mortar runs, traces of finishing tools);
  • thickness and number of paint layers;
  • actual appearance of the paint coating;
  • absence of skips (transparent areas), breaks, delamination from the substrate, streaks, stains, runs, splashes, chalking, visible paint particles, and brush or roller marks;

4. Determination of the surface quality and appearance of suspended ceilings:

  • use of materials complying with applicable standards;
  • deviation from verticality and horizontality of the installed frame and finished surface;
  • determination of level differences between adjoining elements of the finished surface;
  • deviation from straightness (flatness) of the installed frame and finished surface;
  • actual condition of the suspended ceiling frame (corrosion protection for metal profiles, antiseptic and fire-retardant treatment for wooden frames, absence of sagging at joints, vibration of frame fasteners, delamination of bonded elements, and sagging);
  • actual condition of the finished surface (presence of cracks, bubbles, scratches, and stains);

5. Determination of the surface quality and appearance of stretch ceilings:

  • use of materials complying with applicable standards;
  • actual appearance of the installed stretch ceiling (presence of scratches, bubbles, stains, delamination, and sagging);
  • actual appearance at locations where engineering services pass through the ceiling and where recessed suspended light fixtures are installed.

Violations of the requirements established for these parameters are considered defects in the installation of ceiling coverings.

The main factors contributing to ceiling covering defects are:

  • failure to comply with the requirements of the design documentation and technical regulatory legal acts during the performance of the work;
  • failure to comply with the operating requirements for ceiling coverings;
  • improper maintenance of ceiling coverings during their service life.

Depending on the type of parameter being assessed, this expertise may be carried out both during the installation process and after the completion of ceiling covering installation.

In some cases, when the expertise is conducted after the completion of ceiling covering installation, it may be necessary to open the structure. This is required to determine the characteristics of the overlying layers of the ceiling structure and to collect samples for determining the strength characteristics of the materials used.

The following questions are submitted for resolution during the expertise of ceiling coverings:

  1. determine the cause of the ceiling covering defect, as well as classify it according to significance (significant, minor, critical), possibility of elimination (remediable, irremediable), method of detection (obvious, hidden), and nature (manufacturing-related (design or technological), operational);
  2. determine whether the completed ceiling covering installation complies with the design and technical documentation;
  3. determine the quality of the completed work;
  4. determine the cost of eliminating the defects.
