The Forensic expert kollegium conducts construction and technical expertise of the installation of tombstone (monument) elements in both judicial and pre-trial proceedings.
During the expertise of tombstone (monument) elements, the experts of the Forensic expert kollegium assess the following parameters:
- Compliance of the material used for manufacturing the tombstone elements with the requirements specified in the contractual documentation (properly executed work orders) and the applicable technical regulatory legal acts.
- Determination of the thickness of the concrete foundation base and the physical and mechanical characteristics of the material used for its construction.
- Identification of the presence of reinforced concrete beams laid on, beneath, or within the foundation.
- Determination of whether the fastening assemblies connecting the tombstone elements to the foundation comply with the requirements of the technical regulatory legal acts.
- Determination of whether the connections between the tombstone elements, their joint stability, strength, and reliability comply with the applicable technical regulatory legal acts and design documentation (working drawings and sketches).
Violations of the requirements established for these parameters are considered defects in the installation of tombstone (monument) elements.
The main factors contributing to defects in tombstones (monuments) are:
- failure to comply with the requirements of the design documentation and technical regulatory legal acts during the performance of the work;
- failure to comply with the operating requirements for tombstones (monuments);
- improper maintenance of tombstone (monument) elements during their service life.
During the expertise, technological inspections are carried out (strength testing of cement concrete and mortar) using a non-destructive testing method (the impact impulse method).
In some cases, it is necessary to dismantle and remove individual structural elements and collect samples for laboratory testing.
The examination of the object is performed by means of a visual inspection of its condition, together with the required control measurements and dimensional checks, with all results documented on site. The measuring instruments and auxiliary equipment used during the inspection undergo periodic state verification (calibration) in accordance with the established procedure.
