The Forensic expert kollegium conducts, in both judicial and pre-trial procedures, construction and technical expertise of works on the installation of various types of roofing.

During the expertise of the installation of various types of roofing, a set of measures is carried out aimed at identifying violations of building regulations and detecting defects in roofing installation.

During construction and technical expertise of roofing works, the experts of the Forensic expert kollegium examine the following parameters:

1. Bitumen-polymer roll elastic roofs:

  • identification of the use of materials compliant with design documentation requirements and technical regulatory legal acts;
  • determination of width and number of layers (for multi-layer roofing);
  • determination of roof slope;
  • determination of the overlap width and bonding of roll materials at longitudinal and transverse overlaps of sheets;
  • determination of adhesion strength (fixing) of the roll material layer to the base (previous layer);
  • identification of cracks, blisters, tears, punctures, delaminations in the waterproofing carpet (across all layers), as well as delamination at overlap areas;
  • determination of compliance of special ventilation devices (aerators) installation with design documentation requirements;
  • determination of compliance of junction nodes of roofing structures, as well as passages of engineering communications, installation of antennas, advertising boards, masts, etc. with design documentation requirements;
  • determination of compliance of abutments with mechanical fastening of flashing and wall surface and with waterproofing carpet brought to the top of the parapet with design documentation and technical regulatory legal acts;
  • determination of compliance of transitional sloped fillet around abutment perimeter with design documentation and regulatory technical documentation requirements;
  • determination of compliance of bent sheet steel profiles (metal flashing, lower flashing strip, parapet cover) with design documentation and technical regulatory legal acts;
  • determination of compliance of temperature-deformation joints with design documentation and technical regulatory legal acts;
  • determination of compliance of drainage funnels and their junctions with design documentation and technical regulatory legal acts;
  • determination of compliance of roofing safety barriers with design documentation and technical regulatory legal acts;
  • determination of compliance of roof valleys with design documentation and technical regulatory legal acts.

2. Roofs made of small-piece materials (ceramic or cement-sand tiles, bitumen-polymer flat tiles and thermoplastic composite tiles):

  • determination of deviation of roof slope base;
  • identification of irregularities along the base surface length along and across the slope;
  • determination of compliance of decking (solid or batten) with design documentation and technical regulatory legal acts;
  • determination of batten spacing for batten decking;
  • determination of fastening compliance of roofing material to the base with design documentation and technical regulatory legal acts;
  • determination of compliance of additional layers (anti-condensation and vapor barrier, as well as insulation layer) with design documentation and technical regulatory legal acts;
  • determination of compliance of roof abutments to walls, chimneys and ventilation ducts with design documentation and technical regulatory legal acts;
  • determination of compliance of abutments to vertical structures, pipes, antenna supports, valleys and eaves with design documentation and technical regulatory legal acts;
  • determination of compliance of drainage system (gutters, downpipes and their fastening methods) with design documentation and technical regulatory legal acts;
  • identification of decking installation, walkways and ladders and their compliance with design documentation and technical regulatory legal acts.

3. Roofs made of bitumen-polymer corrugated roofing sheets and asbestos-cement fiber sheets:

  • determination of deviation of roof slope base;
  • identification of irregularities along the base surface length along and across the slope;
  • determination of compliance of decking (solid or batten) with design documentation and technical regulatory legal acts;
  • determination of batten spacing for batten decking;
  • determination of fastening compliance of roofing material to the base with design documentation and technical regulatory legal acts;
  • determination of compliance of additional layers (anti-condensation and vapor barrier, as well as insulation layer) with design documentation and technical regulatory legal acts;

  • determination of compliance of overlapping of sheet edges along the wave slope with design documentation and technical regulatory legal acts;
  • identification of additional fastening of the first row of corrugated asbestos-cement sheets with design documentation and technical regulatory legal acts.

Roofs made of sheet steel, copper, metal profiled decking and metal tiles:

  • determination of deviation of roof slope base;
  • identification of irregularities along the base surface length along and across the slope;
  • determination of compliance of decking (solid or batten) with design documentation and technical regulatory legal acts;
  • determination of batten spacing for batten decking;
  • determination of fastening compliance of roofing material to the base with design documentation and technical regulatory legal acts;
  • determination of compliance of additional layers (anti-condensation and vapor barrier, as well as insulation layer) with design documentation and technical regulatory legal acts;
  • determination of compliance of roof abutments to walls, chimneys and ventilation ducts with design documentation and technical regulatory legal acts;
  • determination of compliance of abutments to vertical structures, pipes, antenna supports, valleys and eaves with design documentation and technical regulatory legal acts;
  • determination of compliance of drainage system (gutters, downpipes and fastening methods) with design documentation and technical regulatory legal acts;
  • identification of decking installation, walkways and ladders and their compliance with design documentation and technical regulatory legal acts;
  • determination of compliance of overlap value of metal profiled sheets with design documentation and technical regulatory legal acts;
  • identification of grounding of metal roofing.

Roofs made of translucent materials:

  • determination of installation of translucent cellular polycarbonate panels with UV-protective layer facing outward;
  • identification of condensate drainage through panel cells;
  • determination of compliance of panel ends with special protective profiles (seals) with design documentation and technical regulatory legal acts;
  • determination of compliance of fastening of translucent panels to the base with design documentation and technical regulatory legal acts.

Violations of the requirements imposed on these parameters shall be considered defects in the installation of various types of roofing.

The main factors causing defects in roofing installation are:

  • non-compliance with design documentation requirements and technical regulatory legal acts during execution of works;
  • non-compliance with roofing operation requirements;
  • improper maintenance of roofing elements during operation.

Expertise of roofing installation works may be conducted during installation, after completion of installation, as well as during roof repair.

The following questions are submitted for resolution in the expertise of various types of roofing installation at the Forensic expert kollegium:

  • to determine the causes of identified defects and classify them by significance (significant, minor, critical), by repairability (repairable, non-repairable), by detection method (visible, hidden), and by nature (production-related (design or technological), operational);
  • to determine the scope and types of necessary roof repair works;
  • to determine compliance of executed roofing works with design documentation and technical regulatory legal acts;
  • to determine the quality of executed works;
  • to determine the cost of defect elimination;
  • to determine the cost of repair works.
