The Forensic expert kollegium conducts, in both judicial and pre-trial order, construction and technical expertise of the installation of thermal insulation of external structures of buildings and structures.
During the expertise of thermal insulation installation, the following parameters are subject to examination (for each structural layer):
1. Base (surface of the wall prepared for bonding thermal insulation boards):
- determination of deviation from verticality (over the full height of the building);
- deviation from flatness (unevenness: number of irregularities, their depth and height);
- determination of crack width on the wall surface;
- determination of adhesion strength of the existing decorative-protective coating (plaster, cladding, paint coating) to the base.
2. Thermal insulation layer:
- determination of deviation from flatness of the thermal insulation boards surface;
- determination of the gap size between thermal insulation boards;
- determination of joint overlap dimensions;
- determination of deviation from horizontality of base profiles.
3. Fastening (dowels-anchors):
- determination of the ratio of the diameter of the hole for installing the dowel-anchor;
- determination of deviation in hole depth;
- determination of deviation of the hole axis from perpendicularity to the base plane;
- determination of deviation of pull-out force from the calculated value.
4. Reinforced layer:
determination of overlap width of reinforcing mesh sheets;
deviation in thickness of the reinforced layer;
determination of deviations from flatness (unevenness: their number and depth).
5. Decorative protective layer:
determination of deviations from flatness (unevenness: their number and depth).
6. Ventilated façade:
- determination of deviation of ventilated façade guides from wall verticality;
- determination of deviations from alignment of adjacent (by height) guides;
- deviation of cladding from verticality;
- determination of deviation of cladding from flatness;
- detection of steps between adjacent (by height) guides.
Violations of the requirements for these parameters are considered defects in the installation of thermal insulation of external structures of buildings and structures.
Based on the analysis of expert practice of the Forensic expert kollegium, it can be noted that most defects in thermal insulation installation are of a production nature, caused by violations of technical normative legal acts and design documentation.
Depending on the type of controlled parameter, this expertise may be conducted both during the installation process and after its completion.
In cases where the expertise is conducted after completion of thermal insulation works, opening of the structure may be required. This is necessary to determine the parameters of underlying structural layers, as well as to take samples for determining the strength characteristics of the materials used.
Questions submitted for resolution within the expertise of thermal insulation installation of external structures of buildings and structures in the Forensic expert kollegium:
- determine compliance of performed construction works on thermal insulation installation (namely: preparation of the base, installation of polystyrene foam boards, their fastening to walls, correctness of mesh installation, presence of guides, and other construction works) with applicable building codes and regulations approved in the established manner;
- determine the cause of defect formation, as well as its classification by significance (significant, minor, critical), by possibility of elimination (removable, non-removable), by detection method (obvious, hidden), and by nature (production nature: structural or technological; operational nature);
- determine the quality of performed works;
- determine the volume and cost of low-quality performed works;
- determine the volume and approximate cost of works required to eliminate identified defects;
- determine compliance of installed materials with the requirements of design documentation.
