The Forensic expert kollegium conducts expertise of the quality of all types of construction works performed during the acceptance of apartments.
The object of expertise is the result of construction, installation, and other specialized works carried out during the construction of shared-equity housing units (apartments), as well as interior finishing works. It should be noted that both unfinished and finished apartments are subject to acceptance.
In the first case (acceptance of an unfinished apartment), the following works are examined:
1. preparation of walls for finishing, including plaster coating installation;
2. preparation of ceiling structures for finishing (installation of floor slabs, preparation of monolithic slab surfaces);
3. installation of window units in openings;
4. presence of additional equipment, namely:
- electric doorbell;
- doorbell button;
- individual water, electricity, and heating meters;
- fire detectors;
- heating system thermostatic regulators;
- fittings for window and door units;
5. glazing of balconies and loggias;
6. installation of the entrance door;
7. installation of utility systems, including:
- heating system installation;
- water supply system installation;
- sewage system installation;
- ventilation system installation;
- electrical wiring installation;
- telephone and telecommunications installation.
In the case of acceptance of finished apartments, experts of the Forensic expert kollegium also examine the following types of work:
- finishing of wall structures (painting, wallpapering, decorative plaster application, ceramic tile cladding);
- installation of floor coverings (linoleum, parquet, laminate flooring, ceramic tile flooring);
- finishing of ceiling structures (installation of suspended ceilings made of gypsum plasterboards, «Armstrong»-type ceilings, stretch ceilings, ceiling painting);
- installation of door units in openings;
- installation of electrical fixtures (sockets, switches, lighting fixtures);
- installation of sanitary fixtures (toilets, washbasins, taps, mixers, showers, bathtubs, heated towel rails).
During a comprehensive apartment acceptance examination, all of the above-mentioned items are inspected. If the client has questions regarding specific types of work, only those particular works are examined.
Examination of expertise objects at the Forensic expert kollegium is carried out through visual inspection of the condition of the object, as well as the necessary control measurements and dimensional checks, with results recorded on-site. The measuring instruments used during inspections have undergone state verification in accordance with established procedures.
Based on the actual inspection of the object, experts assess the identified conditions for compliance with the requirements of technical regulatory legal acts.
As a result of the examination, non-conformities and defects are identified, their classification and nature are determined, and conclusions are substantiated in accordance with the requirements of the applicable technical regulatory legal acts.
The following questions may be submitted for resolution within an expertise of the quality of construction works performed during apartment acceptance:
- Do the construction, installation, and other specialized works performed during the construction (renovation) of the apartment comply with the terms of the agreement?
